Competencies of the sector

1. The sector for reconstruction, development, monitoring and regional centers implements, monitors and prepares proposals for establishing and improving policy in the field of reconstruction, development and return, including reconstruction of housing units, infrastructure, projects and programs of sustainable return, those and developments, and monitoring of approved projects.

2. The sector coordinates work with the line ministries of the entity, competent services of the Brčko District of BiH, cantons, municipalities, and foreign governmental and non-governmental organizations whose activities relate to reconstruction, development and projects of sustainable return. He gives his opinion on sustainable return, reconstruction and development projects that are being implemented in Bosnia and Herzegovina.

3. Prepares and/or participates in the drafting of legal and by-laws, strategies, plans, recommendations, proposed measures and other regulations within its jurisdiction.

4. In order to implement the agreed, and especially to obtain support and assistance for programs and projects under its jurisdiction, the Sector coordinates activities with all levels of government, the civil sector, animates and contacts relevant domestic and international entities, participates in legislative activity; harmonises and makes proposals for by-laws, procedures, instructions, regulations within its jurisdiction.

5. The sector performs professional tasks related to planning, preparation, analyses, expert opinions, preparation of reports, studies and programs, project tasks, tender documentation, agreements, protocols, contracts, memoranda and other professional documents within its jurisdiction.

6. In accordance with EU standards and the project cycle management methodology (ICMP), it monitors the implementation process of joint projects, financed by the BiH Return Fund and approved by the Commission for Refugees and Displaced Persons of BiH, as well as other projects approved by the Ministry's management, develops and updates databases on joint projects and reports to the Commission for Refugees and Displaced Persons of BiH and the BiH Return Fund.

7. Through the regional centers, the sector supervises and assesses issues related to return, as well as supervises the implementation of agreed projects of integrated return and reconstruction at the BiH level. In order to create the program, it collects and processes data from the field, monitors and studies the situation and phenomena in the field, and proposes measures to solve the recorded problems, establishes and maintains records in the area of ​​its competence.
