Competencies of the Sector:

• The sector prepares proposals for determining and improving policy in the areas of: refugees from BiH, displaced persons in BiH, returnees, as well as the rights of refugees in BiH, housing policy, rights of persons returning on the basis of readmission agreements, and monitors their implementation; prepares laws, by-laws and other regulations related to refugees, displaced persons and returnees, reception and rights of refugees, readmission and housing policy; participates in the preparation of proposals for agreements and protocols in the field of refugees, displaced persons, returnees, housing policy and readmission; takes care of their application; provides expert-administrative and technical support in the work of the Commission for Refugees and Displaced Persons of BiH, cooperates with domestic and international, governmental and non-governmental organizations and institutions and the civil sector in the area of ​​its scope of work; works on the preparation of strategies and programs; monitors the realization of the return process, the process of reintegration and sustainability, housing policy and readmission.

• The sector carries out expert coordination of activities with the competent ministries from the entity regarding refugees, displaced persons and the realization of their status and other rights, as well as housing policy and readmission, prepares return plans in cooperation with other participants involved in the implementation of Annex 7 of the General Framework Agreement for Peace in BiH; monitors and analyzes spending of entity budgets for the needs of return and reconstruction, prepares expert reports, information and analyzes for the needs of the Ministry, the Commission for Refugees and Displaced Persons, the Council of Ministers, the Presidency of Bosnia and Herzegovina and the Parliamentary Assembly of Bosnia and Herzegovina; collects statistical and other indicators, and works with appropriate databases and acts on their updating, improvement and development.

• The sector provides professional assistance to refugees, displaced persons and returnees in exercising and protecting their rights in BiH in accordance with international conventions on the protection of human rights and freedoms and domestic legislation.

• The sector performs tasks related to the functioning of refugee centers; accepts and provides conditions for the care and stay of refugees in the centers; performs tasks from this jurisdiction.

• The sector is working on establishing the basic principles of coordinating activities, harmonizing policies and plans of BiH authorities and the international community in the area of ​​housing policy.

• The sector, in cooperation with competent bodies and institutions in entities, cantons and municipalities, ensures the conditions for the reception and care of persons, citizens of BiH, who return under readmission agreements, takes care of access to the rights of these persons.

• The following internal organizational units are established within the Sector:

  • Department for the Rights of Refugees, Displaced Persons and Returnees

  • Department for return, reception and coordination of the work of centers for the care of refugees and returnees after readmission

  • Department for housing policy and projects

  • Department for supporting the work of the Commission for Refugees and Displaced Persons of Bosnia and Herzegovina
