Refugee Rights Department

The Department for the Rights of Refugees, Displaced Persons and Returnees performs the following tasks:

  • preparation of proposals for determining and improving policies in the area of: refugees from BiH, displaced persons in BiH and returnees,

  • securing access and protecting the rights of refugees in BiH and foreigners under subsidiary protection;

  • preparation of laws and by-laws and other regulations related to refugees, displaced persons and returnees;

  • preparation of by-laws and other regulations related to refugees in BiH and foreigners under subsidiary protection;

  • coordination of activities with competent ministries and institutions from entities and Brčko District of BiH regarding refugees, displaced persons and returnees and the exercise of their status and other rights;

  • professional assistance to displaced persons, returnees, refugees in BiH and foreigners under subsidiary protection in exercising and protecting their rights in BiH in accordance with international conventions in the field of human rights and domestic laws;

  • cooperation with domestic and international governmental and non-governmental organizations and institutions and organizations of civil society in the field of their work, especially the implementation of Annex 7 of the General Framework Agreement for Peace in BiH;

  • preparation of expert reports, information and analysis for the needs of the Ministry, the Presidency of BiH, the Council of Ministers and the Parliamentary Assembly of BiH, collection of statistical and other indicators, development, maintenance and updating of databases, as well as other tasks within the competence of the Department.

  • Decision on the reallocation of funds from the budget of the Ministry of Human Rights and Refugees of Bosnia and Herzegovina to the budget of the Return Fund for 2019.
