Organizational structure
The work and tasks in the ministry are carried out in the following basic organizational units:
Minister's Office
The cabinet of the minister performs organizational and professional-administrative tasks and tasks for the needs of the minister.
The Cabinet organizes and coordinates the preparation and professional processing of materials for the minister's participation in the BiH Council of Ministers for the minister's appearances at talks with representatives of foreign countries and participation in conferences and expert consultations; edit materials and paste intended for the minister; organize meetings and document their contents, inform organizational units about decisions, conclusions, instructions and guidelines of the Minister; participates in the preparation of sessions of the Expert College and the implementation of conclusions related to the minister; organizes the technical preparation of the minister's visit in the country and abroad, and performs other tasks as assigned by the minister.
Deputy Minister's Office
The Cabinet of the Deputy Minister performs tasks related to the preparation of materials, proposals and opinions for the needs of the Deputy Minister; protocol tasks related to the implementation of the activities of the deputy minister; participates in the preparation of sessions of the Expert College and the implementation of conclusions related to the Deputy Minister; receives mail addressed to the deputy minister; performs professional, administrative and technical tasks related to the deputy minister; organizes and prepares visits of the deputy minister in the country and abroad, performs other duties as assigned by the deputy minister.
Secretary of the Ministry
The Secretary of the Ministry coordinates the activities of leading civil servants in adopting the Work Program of the Ministry and in its implementation; preparation of materials that are delivered before the Ministry to other institutions; preparation of reports, analyses, general acts and information; on the provision of material and technical conditions for the work of basic organizational units; He is responsible for the use of financial, material and human resources; informs the Minister, the Deputy Minister about all matters of importance for the work of the Ministry; participates in the preparation of the Expert College and the realization of conclusions, chairs the working meetings of the secretary with leading civil servants; proposes to the minister the evaluation of managerial civil servants; coordinates activities with the Civil Service Agency, performs other tasks within the competence of the secretary.
Secretary with special assignment
The Secretary with a special task coordinates: creation and implementation of joint projects for the return of refugees and displaced persons between the competent sectors of the Ministry; activities with institutions in the entities and Brčko District of Bosnia and Herzegovina and with representatives of the international community on the implementation of joint reconstruction, return and reconstruction projects; activities with the Return Fund; work of the Coordination Team for joint projects; activities in the field of housing policy; reports to the Commission for Refugees and Displaced Persons on project implementation; chairs the Expert Group for Housing Study according to the decision of the Council of Ministers of Bosnia and Herzegovina.
Sector for general, legal and financial - material affairs
The sector performs normative-legal affairs and provides legal opinions for the needs of organizational units in the Ministry; prepares internal regulations related to the organization and management of the Ministry in accordance with the law; performs technical administrative tasks related to the admission, scheduling and termination of employment of civil servants and employees of the ministry and the exercise of rights and obligations from the employment relationship, as well as work under the contract of the department; performs all professional and technical tasks related to the reception, delivery and dispatch of paste; provides and organizes the documentation and professional library of the Ministry; reproduces materials and performs translation work for the needs of the Ministry; prepares publications and other informative materials, performs internal information tasks for the needs of the Ministry.
The sector performs tasks related to the planning and implementation of the budget funds of the Ministry and their consumption; takes care of the legality of the financial and material operations of the Ministry; keeps financial and material records of the Ministry; performs cash operations; procures and distributes used materials, equipment and other resources for the needs of the Ministry; prepares appropriate information, analyzes and proposals and coordinates work with the appropriate financial and accounting services of the Council of Ministers; performs both financial and material operations related to the implementation of individual projects within the competence of the Ministry financed by foreign and international organizations.
The sector cooperates with the Agency for State Service, as well as with the Agency for Public Procurement.
The sector regularly informs the media and the public about the Ministry's activities.
The sector provides efficient assistance in performing tasks and activities from the domain of information technologies, especially in the field of planning and development of the information system, maintenance of the function of computer equipment and work in a network environment, maintenance of the Ministry's website and other things that belong to the domain of IT.

Sector for refugees, displaced persons and housing policy
The sector prepares proposals for determining and improving policy in the areas of: refugees from BiH, displaced persons in BiH, returnees, as well as the rights of refugees in BiH, housing policy, and monitors their implementation; prepares laws, by-laws and other regulations related to refugees, displaced persons and returnees, reception and rights of refugees and housing policy; participates in the preparation of proposals for agreements and protocols in the field of refugees, displaced persons, returnees and housing policy; takes care of their application; cooperates with domestic and international, governmental and non-governmental organizations and institutions and the civil sector in the area of its scope of work; works on the preparation of strategies and programs; monitors the realization of the process of return and repatriation, the process of reintegration and sustainability.
The sector carries out expert coordination of activities with competent ministries of a number of entities regarding refugees, displaced persons and the realization of their status and other rights, as well as housing policy, prepares return plans in cooperation with other participants involved in the implementation of Annex 7 of the General Framework Agreement for Peace in BiH; monitors and analyzes entity budget expenditures for the needs of return and reconstruction, prepares expert reports, information and analyzes for the needs of the Ministry, the Commission for Refugees and Displaced Persons, the Council of Ministers of Bosnia and Herzegovina, the Presidency of Bosnia and Herzegovina and the Parliament of Bosnia and Herzegovina; collects statistical and other indicators, and works with appropriate databases and acts on their updating, improvement and development.
The sector provides professional assistance to refugees, displaced persons and returnees in exercising and protecting their rights in BiH in accordance with international conventions on the protection of human rights and freedoms and domestic legislation.
The sector performs tasks related to the functioning of refugee centers; accepts and provides conditions for the care and stay of refugees in the centers; performs tasks from this jurisdiction.
The sector is working on establishing the basic principles of coordinating activities, harmonizing policies and plans of BiH authorities and the international community in the area of housing policy.The following internal organizational units are established under the responsibility of the Sector:
Department for monitoring the exercise of the rights of refugees, displaced persons and returnees;
Department for the Return of Refugees and Displaced Persons, Reception of Refugees in BiH, coordination of the work of refugee care centers in BiH;
Department for housing policy and analytical and planning affairs.
Human Rights Sector
The sector monitors the situation and prepares reports on the state of human rights in BiH and the application of international conventions in order to promote and implement European standards on human rights and the inclusion of Bosnia and Herzegovina in Euro-Atlantic integration, and especially in the European Union; prepares proposals, that is, draft laws, by-laws and other regulations in this area; makes remarks and suggestions and participates in the preparation of proposals for bilateral and multilateral agreements that BiH signs with other countries, that is, international organizations; . achieves cooperation with entities and Brčko District of Bosnia and Herzegovina and other institutions and bodies as well as domestic and international organizations and institutions for human rights; preparing analyses, information and reports on the state of human rights in Bosnia and Herzegovina; monitors the application of regulations in BiH in the domain of human rights; receives and processes requests, appeals and petitions from individuals, groups and collectivities in order to protect their rights; on the basis of collected data on human rights violations, he prepares reports and information and gives evaluations and recommendations to competent institutions and bodies of state and entity authorities on the elimination of violations, that is, the protection of human rights through the work of these and other institutions; gives opinions on drafts and proposals of legal acts determined by the Council of Ministers of Bosnia and Herzegovina on their compliance with valid international conventions in the field of human rights and freedoms; analyzes and gives an assessment of the compliance of the shelter of BiH with the standards from valid international conventions, especially with the European Convention on Human Rights and Fundamental Freedoms; cooperates with non-governmental organizations in this field; cooperates with humanitarian organizations and societies (especially with the Red Cross/Crisis Society of BiH and the Commission for Searching for Missing Persons, and the Institute for the Missing); provides professional assistance and cooperates with churches and religious communities; organizes various contents and types of education in the field of human rights; proposes an organizational structure of institutional and advisory factors and mechanisms for the promotion and protection of human rights at BiH government institutions.
Within the Sector, the following internal organizational units are established:
Department for the Protection of Individual Human Rights and Civil Liberties;
Department for the preparation of reports on the application of conventions in the field of human rights;
Department for the protection of rights and cooperation with national and other minorities, religious communities, NGOs.
Sector for reconstruction, development, monitoring and regional centers
The Sector for Reconstruction, Development, Monitoring and Regional Centers prepares and implements policy in the field of reconstruction and development, including the reconstruction of housing units, infrastructure, sustainable return projects and programs, and monitoring projects financed by the Return Fund and approved by the Commission for Refugees and Displaced Persons.
The sector coordinates work with the line ministries of the entity, Brčko District of Bosnia and Herzegovina, cantons, municipalities, and foreign governmental and non-governmental organizations. The objective of the activity is related to reconstruction, development and projects of sustainable return. He gives his opinion on sustainable return, reconstruction and development projects that are being implemented in Bosnia and Herzegovina.
It prepares by-laws and other regulations within its jurisdiction and proposes strategic and planning documents for reconstruction, renewal and development.
In order to implement the agreed, and especially to obtain support and assistance for programs and projects within its scope, the Sector coordinates activities at all levels and participates in legislative activity; harmonizes and makes proposals for by-laws, procedures, instructions, regulations from the scope of work. The sector performs professional tasks related to planning, preparation, analyses, expert opinions, preparation of reports, studies and programs, project tasks, tender documentation, agreements, protocols, contracts and other professional documents within its jurisdiction.
In order to create the program, it collects and processes data from the field, monitors and studies the situation and occurrences on the field, and proposes measures to solve recorded problems, establishes and maintains records in the field of projects and reconstruction, and monitors the implementation of projects within the scope of the Sector. In accordance with the adopted procedures and criteria for the selection of projects, it gives an expert opinion on received projects in the field of sustainable return, reconstruction and development as well as housing policy projects.Sektor koordinira i upravlja radom regionalnih centara.

Emigration Sector
The emigration sector proposes the establishment of a policy and implements the established policy in the area of emigration; makes remarks, proposals and suggestions in the preparation of laws, by-laws and other regulations in this area; monitors and proposes the conclusion of bilateral agreements in areas of importance for emigration; collects and processes statistical and other data on emigration from BiH, manages the database and works on its maintenance and development, encourages various forms of association and cooperation of emigrants and their associations and provides assistance in their work; works on regularly informing the emigration of Bosnia and Herzegovina about the situation in Bosnia and Herzegovina, especially on issues of importance for emigration; acquaints competent authorities in BiH with emigration problems and monitors the resolution of these problems; achieves cooperation with clubs and associations of expatriate BiH citizens, and coordinates activities in the field of economic, cultural, educational cooperation and information; performs tasks of providing expert assistance to evicted BiH citizens in exercising and protecting their rights and cooperates with line ministries in solving these issues; prepares expert reports, information and analyzes within its jurisdiction; upon the approval of the minister, informs the public about issues within its jurisdiction

Agency for Gender Equality in BiH
The Agency for Gender Equality prepares laws, by-laws and other regulations related to the strengthening and promotion of gender equality in both the public and private spheres of society, makes comments, suggestions and participates in the preparation of proposals for acts in the field of gender equality, coordinates all activities with the line ministries of the entity, monitors and collects data, prepares reports, information and analysis for the needs of the Ministry, the Council of Ministers of BiH, the Presidency of BiH and the Parliament of BiH.
The Agency is responsible for monitoring the implementation of the Law on Gender Equality in Bosnia and Herzegovina and proposing measures to improve the implementation of the Law on Gender Equality in Bosnia and Herzegovina, and in particular performs the following functions: it prepares the National Action Plan for promoting gender equality, which is based on the proposals of all ministries at the state level, the Plan of the Center for Equality and Gender Equality of the Federation of Bosnia and Herzegovina, and the Plan of the Center for Equality and Gender Equality of the Republika Srpska, which is submitted to the Council of Ministers of Bosnia and Herzegovina for adoption.
Monitors the implementation and coordinates activities with all relevant entities, especially international and non-governmental organizations in the process of implementation of the mentioned plans. Prepares annual reports to the Council of Ministers of Bosnia and Herzegovina on the state and relations between the sexes in Bosnia and Herzegovina based on the reports of the entity's gender centers. The Council evaluates laws, acts and by-laws related to issues of gender equality.
In order to effectively monitor the activities carried out in Bosnia and Herzegovina, the Agency for Gender Equality builds a methodology for evaluating the effects of state policy and programs related to gender equality and carries out all other necessary activities. The agency is also in charge of coordination and cooperation with domestic and international organizations regarding the development of plans, strategies, programs and projects related to gender equality in Bosnia and Herzegovina, as well as the preparation of appropriate information, reports, analyzes and similar acts in order to present the situation in Bosnia and Herzegovina.
The Agency carries out all other tasks related to the promotion of gender equality and the implementation of the purpose of this and the current laws of BiH, which relate to the implementation of activities to strengthen gender equality in Bosnia and Herzegovina.
